Smart Dubai Opens Happiness Meter for Private Sector, Enabling Real-time Happiness Insights for the Whole City

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has announced the opening of the Happiness Meter for the private sector, during an event held to honour key accomplishments of the Happiness Meter after one year of implementation.

The Happiness Meter was announced by His Highness Sheikh Mohammed with Smart Dubai in October 2014. Already in use by 39 government entities at customer service centres; websites; and online transaction touchpoints, the Happiness Meter has collected over 2 million votes for an overall happiness index of 89% in 2015.

His Highness Sheikh Mohammed also recognised the pioneers of the Happiness Meter in the public sector for demonstrating leadership and commitment to customer happiness.

Dubai Customs was recognised as the entity with the highest overall Happiness Index ranking. RTA was recognised as the entity with the highest number of votes on the Happiness Meter.

DEWA was also recognised as the first entity to adopt the Happiness Meter; KHDA was recognised as the entity with the most comprehensive implementation of the Happiness Meter, at customer service centres, websites and digital transaction touchpoints; and Dubai Courts was recognised as the entity with the most implementations of the Happiness Meter at digital transaction touchpoints. Dubai Police was also recognised as the first entity to implement the Happiness Meter on mobile applications, and Dubai Municipality was recognised as the entity with the fastest implementation time for the Happiness Meter.

Private sector entities present during the announcement and ceremony will be among the first to implement the Happiness Meter. Emirates NBD and Dubai Design District were among the private sector pioneers.

The Happiness Meter will be the first in a series of initiatives lead by Smart Dubai to discover and measure sources of happiness in the city today. The Happiness Meter will contribute to a program to research, formulate and implement a citywide happiness index and a predictive happiness impact score, in line with the Happiness Agenda announced today by Smart Dubai.

The Happiness Meter is implemented and managed by Smart Dubai Government, a Smart Dubai establishment. Smart Dubai Government, formerly Dubai Smart Government, has led the development, implementation and management of the Happiness Meter as part of their business intelligence services for the public sector, since the announcement of the Happiness Meter in 2014.

Smart Dubai Government will also manage the roll-out of the Happiness Meter for the private sector. Public and private sector entities interested in adopting the Happiness Meter can visit happinessportal.dubai.gov.ae for more information.
