In response to this global trend, BCG developed a new development index, SEDA, a comprehensive diagnostic tool reflecting the need of governments to pursue a balanced approach to raising the overall well-being of their citizens—one that is focused on economics, critical investments, and the social and environmental factors that ensure sustainability of progress over time. The 2015 report measures the well-bring of 148 countries with 3 core elements across 10 dimensions.

Indices such as SEDA are important benchmarks as Smart Dubai pilots the first global smart city index, developed in collaboration with the ITU, with a pioneering focus on people's happiness, not technology innovation, as its primary success indicator.
